completed his training course in England in July, 1939, having
been selected the previous year, he would normally have reached
the Colony at the end of August or early September, 1939. I
think it is only equitable therefore to place him in the
seniority list immediately below Mr. Fay.

Next to Mr. Wright-Nooth will be the officers
appointed in the "war group". Some appointments are still
subject to acceptance by the officers concerned, e.g., Messrs.
A. Pittendrigh and G. Leys. The application of the principles
laid down in Colonial Office pamphlet R.D.W.6 to this group
will produce the following order of seniority by age:-
A. Pittendrigh
G. Leys
A. D. Monkhouse
H. S. Haig Brown
J. T. MacKenzie
N. G. Rolph
This I consider satisfactory. Following these officers will
be Messrs. Chester-Woods, Whant and Binstead in that order.

You will observe that I have included Messrs.
Monkhouse and Rolph as Assistant Superintendents of Police.
In their letters of appointment they are described as Police
Cadets. They are in fact on the Assistant Superintendent
of Police incremental scale and I consider they should be
regarded as Assistant Superintendents of Police on probation
instead of Police Cadets. At the time they were appointed
there were no firm vacancies for Assistant Superintendents
of Police, but the approved increase in the Senior Officers'
establishment has altered the position and I would prefer
to regard the two posts of Police Cadets as vacant for the
purposes of further recruitment.

produced by my proposals above and the actual establishment
position, I attach a list showing the proposed order of
